I am directed by the Secretary of State for War to acknowledge the receipt of your letter of the 10th ultimo, transmitting for his consideration a draft letter in which the Marquess of Ripon proposes to refer to the Law Officers of the Crown certain disputed questions regarding the disposition of Military Lands in the Colonies.
In reply, I am to acquaint you that, as Mr. Campbell-Bannerman finds himself unable to concur in the terms of the draft, he has caused a letter on the subject to be addressed to the Secretary to the Treasury.
A copy of this letter is enclosed for the information of Lord Ripon. Copies of the enclosures thereto, as detailed in the margin, are also annexed, with the exception of Appendix A. This is Section 5 of the Report of the Committee.
